Requests RouterInfos for stored profiles whose peer the netdb cannot resolve.
Scheduled once loading finishes, then every RouterInfoRefresher.MISSING_ROUTERINFO_MIN_INTERVAL_MS. The lookups are fire-and-forget, so the timer thread only issues them and returns; the netdb negatively caches keys it has already failed to resolve, so a peer that never comes back is cheap to keep skipping.
