  Create the timer event for periodic profile reorganization.

  public void timeReached()
  Start a reorg thread when the timer fires.
  A fresh thread per fire: a Thread cannot be restarted once it has terminated, so reusing one and guarding on isAlive() throws IllegalThreadStateException from the second fire onward and stops profile reorganization for the life of the router. One thread object every 30-250s is not worth that.
