Aggregates over the floodfill-capable peer set; every field is meant to describe the observed floodfill peers, fed to the health rings above the table. All counts are gathered in one pass over order, and a row is only counted as "shown" when it would actually be emitted by ProfileOrganizerRenderer.renderFloodfill(Writer, Set) (has DB history, floodfill-capable, reachable, unbanlisted, heard from).
