Interface for sending datagram data to a SAM client.

      Send a byte array to a SAM client.
      Parameters:
      sender - the destination the datagram arrived from
      data - Byte array to be received
      proto - I2CP protocol
      fromPort - I2CP from port
      toPort - I2CP to port
      Throws:
      IOException - if the datagram cannot be written to the client socket
