Thread factory for the saturation watchdog. Mirrors SimpleTimer2.CustomThreadFactory's daemon flag and priority: the watchdog is scheduled just as reliably as the pool threads it watches, because its entire job is to report a pool that cannot report itself. The name is taken whole instead of generated so a thread dump shows the watchdog apart from the pool threads it monitors.
