OBGW Send Failure, which the job queue uses to key this job's statistics
runJob
public void runJob()Record a failed send to the first hop and fail the tunnel only once the failure is not just a burst. The job is shared by every message on this tunnel and is only deduped while queued, so one congested second runs it many times. TunnelCreatorConfig collapses the burst, spaces the failures out, and latches the escalation, so a transient stall costs one log line and a dead first hop still fails the tunnel promptly.
